Zhengzhou Streamlines Detailed Urban Planning Updates: What Foreign Founders Should Know

Zhengzhou has issued a new trial measure that rewrites how detailed urban planning is optimized, maintained, and modified, aiming to speed up industrial projects and urban renewal. For foreign founders, it signals a more predictable path from site selection to project approval in one of central China's key logistics and manufacturing hubs.

Why Zhengzhou's New Planning Rules Matter for Foreign Investors

Zhengzhou, a major logistics and manufacturing center in central China, has published a trial measure governing how detailed urban planning is optimized, maintained, and modified. The policy is a supporting document for a State Council pilot on market-based allocation of production factors (Guohan [2025] No. 86). For foreign founders, the practical implication is straightforward: if your project depends on land use, site layout, or building parameters, the approval path in Zhengzhou is being restructured to be faster and more predictable.

Below is what the measure changes and what it means for setting up and running a China company in the city.

What the Measure Actually Changes

The city acknowledges that some detailed plans were drafted years ago and lack flexibility, while traditional amendment procedures involve long chains and extended cycles. That mismatch, the policy states, does not fit the speed needed for urban renewal and industrial upgrading projects.

The measure therefore shifts detailed planning from a "static blueprint" to "dynamic governance." It introduces tiered management by scenario, simplifies procedures for compliant cases, and keeps the rigidity of higher-level plans intact. The stated goals include improving the business environment, supporting industrial projects, urban renewal, and public-interest projects.

Legal basis

Timeline

The Zhengzhou Natural Resources and Planning Bureau began drafting in February 2026, with public consultation, social disclosure, and expert review. The municipal government's 87th executive meeting approved it on September 1, 2026, and it was issued on September 29, 2026 in the name of the municipal government.

Where the Rules Apply

The measure covers forward optimization, dynamic maintenance, and modification of detailed plans and linear-facility detailed plans within the urban development boundary of Zhengzhou's main urban area, namely the five central districts and the development zones. Counties and county-level cities, Shangjie District, and the Airport Economy Zone may apply it by reference.

Approval authority is split: the municipal Natural Resources and Planning Bureau handles the five central districts, while each development zone's branch bureau handles matters within its zone. For a foreign founder, this means the first question in any site-related project is which authority has jurisdiction over the plot.

A Positive Optimization List Replaces Full Amendment

Zhengzhou has created a "Positive Optimization List for Detailed Urban Planning (Trial)," to be used after municipal government approval. For scenarios on the list, a full detailed-plan amendment procedure is not required. Instead, the basis for issuing planning conditions and processing related formalities becomes the original detailed plan plus the optimization list plus a plot plan (or linear-facility optimization drawing).

The measure sets out the full process: application, justification, public disclosure of at least ten days, approval, and inclusion of results in the system. What this means for your company: if your project falls within a listed scenario, you avoid the lengthy amendment route that previously delayed industrial and renewal projects.

Three Tiers of Planning Change

1. Technical correction

This covers error fixes that do not alter the overall plan, minor boundary or control-line adjustments, local road or pipeline adjustments, and data corrections. Disclosure requirements differ depending on whether neighboring rights holders are affected. Results go directly into the national territorial spatial planning "one map" supervision system.

2. Optimization adjustment

This covers adjustments to general unit controls, control lines, the layout of commercial and public-interest land indicators, underground space, urban design, roads and pipelines, and rail transit. After application, justification, and at least ten days of disclosure, cases in the five central districts go to the municipal government for approval, and cases in development zones go to the zone management committee. Results enter the "one map" system.

3. Plan modification

This applies to major changes: unit development goals and overall spatial structure, large-scale construction land adjustments, changes to important control bottom lines, and national, provincial, or municipal major projects. Disclosure lasts at least thirty days at the necessity-justification stage and at least another thirty days before the revised plan is submitted for approval.

Transparency and Timing

Approved planning results must be made public within twenty working days. Optimization adjustments and modification plans must be filed in accordance with the law. The measure also supports concentrated plan modifications linked to city health checks and plan implementation evaluations, which is intended to improve administrative efficiency.

Definitions for Practical Operation

The measure defines terms including linear-facility detailed plans, detailed plan adjustments, plot plans, and linear-facility optimization drawings, unifying concepts for practical use.

What This Means for Registering and Running Your China Company

For foreign founders, Zhengzhou's direction is clear: the city is trying to reduce the procedural drag between an approved industrial or renewal project and its physical delivery. That is relevant if you are weighing a manufacturing, logistics, or commercial presence in Henan.
